[PR] KNOX-3510 - Normalize decoded dispatch URLs and reject path traversal [knox]

   Added path normalization and path traversal prevention to URLDecodingDispatch.
   
   ## How was this patch tested?
   
   Executed existing unit tests plus additional tests specific to this change.
