Fwd: Action Item 8E from May 2019 board meeting

Hi Sam, Whimsy devs,

I'd like to request some "special stuff" in the agenda tool that allows for the inclusion of a free-form <private> section </private> that is included in the agenda that is saved to archived-agendas but not published in the minutes to the public.
