fix(core): add MiniMax-M2.7 to regional fallback lists (#5426)
MiniMax's global and China regional fallback model lists did not include
MiniMax-M2.7, so it could not be used as a fallback even though the model
catalog already knows it. Add it to both lists; MiniMax-M3 stays the default.
