I had a similiar issue with a dependency on activemq-ra-1.2-SNAPSHOT.rar.  The workaround was to go into the geronimo/activemq/modules/ra directory and run maven.  This installed the activemq-ra-1.2-SNAPSHOT.rar file in the .maven repository.
