Let's cut a ZK 3.4.11 release

Hi folks, any objection to cutting a 3.4.11 release? It's been awhile since
3.4.10 and we have over 50 JIRA that have gone into the 3.4 branch.

If there are no objections I'll start the process sometime next week.

FYI I'm starting on this. 3.4.12 version is created in JIRA and I'm pushing
things there that didn't make it into 3.4.11.

That said I don't see why we couldn't have a 3.5.4-beta thereafter, the
hanging issues (e.g. what Jordan mentioned) is one of the reasons why I
planned to do 3.4 first.

It would be great to have a 3.5.4 beta release, 3.5 branch is great as it
has SSL support, but is still lacks quorum peer auth.
