Hi Min,

I verified this on latest build from ACS 4.2 branch. Now Creating a data disk does not create VOLUME_CREATE event, and will be created after attaching to guest vm.
However as per the discussion with Kishan , he said VOLUME_CREATE event should be created at the time of volume create, but not after attaching to vm, otherwise backward compatibility would fail.

With your fix the behavior is other way around. So reopening the bug.
