A "Bug" is not a "Bug Report" ( was: bugrat does not display all bugs?)

Rememeber that a "bug report" is not a "bug" until a committer / BugRat
Administrator has linked the "bug report" to a bona-fide "bug" or
converted it to a new bug.

So "View All Bugs" will only show you those that have been linked to
existing bugs or converted to a new bug.

And the "View All Bug Reports For All Projects" link doesn't work. I'll
try to fix it this weekend. This week is bad for me: I'm very
busy. Viewing bug reports for specific projects does, however, work.
