Review request for Ambari and Mahadev Konar.

Bugs: AMBARI-8431
    https://issues.apache.org/jira/browse/AMBARI-8431

Repository: ambari

Description
-------

This is to confirm when the final 1.7.0 release build is made for public, the
repo urls in the repometa.xml stack definitions for the stacks should not
include s3 base urls, but should be public-repo base urls.

  * This is for 1.3, 2.0, 2.1 and 2.2 stacks.
  * The latest urls should be pointing to the public json files
  * The base urls should be pointing to the public repos

Overall: no s3 urls (base or latest) in the repometa.xml in the four stacks we
support to avoid people accidentally attempting to install with an s3 repo

Diffs
-----

  ambari-server/src/main/resources/stacks/HDP/1.3/repos/repoinfo.xml b22edd7
  ambari-server/src/main/resources/stacks/HDP/2.0/repos/repoinfo.xml 2ca6e06
  ambari-server/src/main/resources/stacks/HDP/2.1/repos/repoinfo.xml 6c079eb
  ambari-server/src/main/resources/stacks/HDP/2.2/repos/repoinfo.xml 7acb8b9

Testing
-------
