> Currently BaseHoodieWriteClient checks for both upgrade and downgrade using `UpgradeDowngrade#needsUpgradeOrDowngrade`. It should instead check for upgrade only. The Jira introduces a new function needsUpgrade and uses it in BaseHoodieWriteClient instead.
