Example document

The bullets (numbering) in the text are counted as extra word.

Steps to reproduce:
1) Create new document, type a few lines of text
2) Tools > Word count - shows correct amount of words
3) Add bullets to the text (Shift+F12)
4) Save and reopen the file (sometimes adding extra text works as well)
5) Tools > Word count - extra words are added due to bullets

The bullet/numbering type does not matter.
See attached example document. 
There are actually 21 words, and 15 bullets. Word count shows 36 words.

Result is the same without bullets and numbering

I remove all bullets and numbers from your document.
Tools > Word count shows the same result: 36 words
