release notes publishing gap

There seems to be a gap in our release notes publishing.

Up to
http://hadoop.apache.org/docs/r2.4.1/
The release notes were updated for each release.

Then these three are the same:
https://hadoop.apache.org/docs/r2.5.2/
http://hadoop.apache.org/docs/r2.6.0/index.html
http://hadoop.apache.org/docs/r2.6.1/index.html

and this one is actually updated again:
http://hadoop.apache.org/docs/r2.7.1/

Is this due to a missed step in the release process?

The release notes need to be updated for every release, chances are we just
forgot to do this for 2.6. The release notes are mentioned in the
HowToRelease wiki page:
