Unable to choose Netscaler as the service provider for LB when I choose Load Balancer Type as Public LB from the UI. Although both options Netscaler and VpcVirtualRouter are available it always defaults to VpcVirtualRouter even if I try to choose Netscaler.

Steps:

1. Create Network Offering
2. Choose VPC
3. Select Load balancer provider as Public LB
4. Try to choose service provider for LB as Netscaler
