Syncer reliability improvement, support for etcd cluster management.

Each syncer have a cluster of etcd with 3 instances, to improve its reliability

Etcd elect a syncer instance leader to wirte data to its storage and send event to notify other syncer, other syncer instances can responsilbe for reading messages from other syncer's requesst.
