jira patch attachment doesn't work properly now.

Hi,

Just found the jira patch attachment doesn't work properly now, when  
we attach a patch attachment with jira, even we select the "Grant  
Apache License" radio button, still can't see the Apache feather icon  
with the attachment, so that we can't know if the contributor really  
grant Apache License to the patch.

I guess it's something about recent jira upgrade, is Apache INFRA jira  
the right place to report such issue?

Thanks Claus, not sure if it's the expect extra step for the new jira.
Anyway, as I can find if it grant Apache License or not somewhere so I  
can bear with it.

If you click on "manage attachments" you can see the ASF license granted or not.
But yeah its annoying you cannot see this on the regular JIRA ticket
page. So you need to click on that button first to see the license.
