[PATCH]Japanese localization for Tomcat-Admin

Hello, Tomcat 4 commiters,

I post Japanese localization patch for Tomcat Administration Tool.
(original: jakarta-tomcat-4.1.7-LE-jdk14 binary distribution)
This patch was made by Okamoto-san and me.

It includes the Japanese resource file and modified .jsp files.
in .jsp, we added the page directive as follows:
[contentType="text/html;charset=utf-8"]
So, it'll be also useful for i18n.

I hope you take this patch.
