As discussed in mailing list, we will give HPL some time to mature. Close it as we don't plan to remove it in near future.

> I don't know anyone using HPL/SQL [HIVE-11055].  Perhaps we can just remove it from Hive 3.0?  It perhaps should be in another project since it's stated that it can be used for any JDBC connection.  Maybe something like commons-dbutils ?
