(SDO -- implem agnostic) Tracking changes from document root scope

This may be more an SDO spec question,  but I'll air it here first in case
I've missed something.

If the trigger by which a Type is deemed to have an associated change
tracking behaviour is the presence of a Property of type
commonj.sdo.ChangeSummaryType,  how in an XSD would you trigger change
tracking from the document root?

By extension of the above principle you might think the answer is to define
a global element of type commonj.sdo.ChangeSummaryType (and under the covers
the DocumentRoot class would then have the appropriate trigger Property).
That may seem a little odd from the users perspective.
