With the pending arrival of CGroup support, the RM "friendly" share IDs must now be unique as they are also to be used as the containers for each CGroup, and eventually, for injected Managed Reservations.

Previously this wasn't necessary as internally, Share Ids use Java UUIDs and hence are globally unique over time; the "friendly" id was a convenience for human beings to refer to shares.

RM will start persisting the monotonically increasing "friendly" ids of shares as they are assigned.
