i18n Transformer question

It appears that my i18n Transformer fails to translate when the XSL
stylesheet contains <xsl:include> references:    <xsl:include
href="variables-dev.xsl"/> 

Is there something I need to do in the sitemap to handle include files in
the XSL properly or could this be another problem?
