   ### Motivation
   
   In master code, the following error occurs when running python code with Pulsar Function in localrun mode.
   ```
   Traceback (most recent call last):
     File "/home/massakam/git/pulsar/pulsar-functions/runtime/target/python-instance/util.py", line 60, in import_class_from_path
       mod = __import__(classname_path, fromlist=[class_name], level=-1)
   ImportError: No module named serde
   ```
   I think it is because the paths of py files have been changed by https://github.com/apache/incubator-pulsar/pull/1893.
   
   ### Modifications
   
   Fixed the path from which util.py imports classes.
   
   ### Result
   
   Pulsar Function localrun will work properly.
