Unable to install ftpserver as a Windows Service

When I attempt to set up ftpserver as a Windows Service, I get the 
following:

C:\apache\apache-ftpserver-1.0.4\bin>service install
Installing the service 'ftpd' ...
Using FTPD_HOME:        C:\apache\apache-ftpserver-1.0.4
Using JAVA_HOME:        C:\Program Files\Java\jdk1.6.0_19\
Using JVM:              C:\Program 
Files\Java\jdk1.6.0_19\jre\bin\server\jvm.dll

start
start
Failed installing 'ftpd' service

Can you give me a hint as to where to begin troubleshooting?

There should be a log file in the $install_dir/res/log folder. The file is
named jakarta_service_$date.log. Please look into this and see if it tells
you what the problem is.
