This adds a basic package layout and configuration, that can be installed and used as a base to add further functionality to. For testing, I also added a small toy function to convert an arrow array to a numpy array, but to be clear this is not meant as final API.
The current approach here is to use Cython wrapping the nanoarrow dist files.

Would it be OK to merge this PR? (I am not sure we will eventually end up using this setup, but at least that allows some further experimentation with cleaner diffs)
