[DRAFT] Apache Falcon December 2018 board report

I have posted the draft Board report here
<https://cwiki.apache.org/confluence/display/FALCON/December+2018>.

Please do note that we are not seeing much traction on Falcon in the last
few months. As a result, I'm calling this out as an issue:

"ISSUES
The project is not seeing much traction in the past few months and
seems to have run its course.
Will initiate a discussion within the community on the way forward."

Will start a separate thread on our next course of action for Falcon.
