Currently package data is scattered across the repo and that makes it hard to view it and manage it.

We should have the following package data hierarchy:

/var/sling/distribution/packages/{builderName}/shared - for the shared packages references
/var/sling/distribution/packages/{builderName}/data - for the actual binary packages
