multiproject:clean and scm:checkout-project

Hi

How can I prevent Maven from trying to download dependent jars from the
repository when doing a multiproject:clean or scm:checkout-project?  These
goals do NOT require the compilation dependencies as defined in the
project.xml because they aren't compiling anything.  

Are these bugs or have I neglected to set some properties?

I just want to clean up and check out fresh source trees from CVS. Then I
want to call multiproject:install to do my build. But the build process
fails even before compilation has begun because Maven attempts to download
dependent jars from the repository when no artifacts exist yet in the
repository.

The workaround is to put some dud jars in the repository to keep it happy.
This is far from ideal.
