DISCUSS: Enabling in-app notifications via Self-Service

During our check-in call today with Dilpreet, we discussed a new feature
that he'd like to potentially implement but he'd like the input from the
community as it will utilize and leverage some of the existing
functionalities that have already been built into the Apache Fineract
platform.

As we discussed, just as one can generate both event-based or
campaign-based messages that get delivered via SMS, we'd like to allow
clients to receive via notifications via the app and the Android system on
their phone, the same event-based and campaign-based messages.

For event-based messages, we'd likely leverage the same web hooks that are
in place and then simply deliver these via the app. We could also
potentially leverage the notifications framework that was led by Adhyan.
While these notifications are for staff, they are triggered by the same
events that would trigger an in-app notification to a client (i.e. loan
repayment receipt, loan being approved, loan being disbursed, etc.).

For campaign-based messages, I assume the same templates and campaign
scheduling mechanism could be utilized but simply the output that gets
triggered would have to switch from an SMS to being a notification via the
app.

I welcome other community members to chime in on this discussion so they
can help Dilpreet proceed forward.
