[FLINK-40550] Fix operator crash when reconcile.parallelism is -1

kubernetes.operator.reconcile.parallelism is documented as "-1 for
unbounded", and FlinkOperator honors it with a cached thread pool.
FlinkResourceContextFactory reused the same value in
Executors.newFixedThreadPool without the -1 handling; newFixedThreadPool
rejects a negative size, and the factory is constructed in the
FlinkOperator constructor, so main() throws before run() and the
operator never starts.

Mirror FlinkOperator's handling: a cached thread pool for -1, a fixed
pool otherwise. The positive-value path is unchanged.
