[~justinedelson], the 'content browser' appears in the 'Project Explorer' and afaik is not dependent on a particular perspective (I see it also in Java and Resource perspectives, and dont know of any perspective dependency). 

It does not appear in the 'Package Explorer' though. (should it?)

Now, I'm not sure what behavior exactly you're seeing, as I cannot reproduce it here :S
