I recently set up a localhost system on my XP PC. It works fine when I have
disabled my interne connection, but when I use both, it is as if the localhost
does not exist, and I get any browser's default error message. I use localhost a
lot for Web development, and it is kind of annoying not ot be able to see
results without uploading stuff. It is, after all, the reason that I got Apache...

Are all of your Listen directives set to 127.0.0.1:80 instead of simply 80?
Simply 80 means 0.0.0.0:80 - and that binds to all adapters.
Try also just restarting apache when you reconfigure your network and the
reconfiguration may corrupt the listening accept sockets. Various dialup users
report similar sorts of problems after reconfiguring adapters (e.g. when they
'connect' to the internet).
Binding to 127.0.0.1 solves that issue. Also note that your dialup adapter may
break the entry for 'localhost', if that's the case http://localhost/ won't
work but http://127.0.0.1/ will.
In any case - take this to a user list as it's a configuration issue and the
bugzilla is for tracking software bugs.
