    Attachment: HADOOP-8978.patch

The attached patch ports the relevant code from branch-1-win onto branch-trunk-win.  I also added JavaDocs and tests.  With this patch in place, the tests pass.

Note that this patch is dependent on the HADOOP-8956 patch getting committed to branch-trunk-win first.  Otherwise, this patch file won't apply cleanly.
