The tag in httpd-docs-1.3/htdocs appears incomplete. Exporting
httpd-docs-1.3 on the APACHE_1_3_25 tag provides no files in the manual
directory, just the subdirectories howto & programs. Is this intentional?

Just the apache-1.3 stuff was tagged at that time, the htdocs a
few minutes later
