I tried simply removing the {{blockAndDoRetries()}} call(s) that you suggested were superfluous, and for what it's worth, the test suite sure enough passed.

Unfortunately I'm not sure how to proceed with this. If the removal _were_ to cause an issue, it'd likely be a distributed/timing/concurrent issue, and thus might not necessarily surface in the test suite. I'm not familiar enough with this part of the code to feel confident one way or another about it, yet it seems crazy to just leave the status quo (synchronous commits taking ~twice as long as they should).

My inclination would be to make this a discrete change that explicitly punts on the question of whether this internal {{blockAndDoRetries()}} is necessary. At the end of the day, this patch in its current state addresses an immediate problem, demonstrable with tests, and should leave the behavior of the code otherwise functionally equivalent (for better or worse!). We can comment this heavily so that people know to not necessarily assume (as I did) that the {{blockAndDoRetries()}} serves a purpose. If this {{blockAndDoRetries()}} is indeed superfluous, it's presence is a bit misleading but it should be relatively harmless, practically speaking. Does that sound like a reasonable way to move forward?
