As suggested by [~alexbodn] in OFBIZ-11889 we can use a security property to allow users to choose their Content-Security-Policy-Report-Only parameters.
I did not originally, thinking that users would prefer to use their own Content-Security-Policy-Report (ie not a CSP report only)
