[ASTERIXDB-3961][NET] Advance netty to 4.2.19.Final

Details: Move netty from 4.1.139.Final to 4.2.19.Final.
In 4.2, netty-all depends on every module, including the QUIC, HTTP/3
and io_uring codecs and transports with their native jars, and
netty-codec has become an aggregator over codec-base, codec-compression,
codec-marshalling and codec-protobuf. Nothing here uses QUIC, HTTP/3,
io_uring, marshalling or protobuf codecs, so they join the existing
exclusions on netty-all, and a managed netty-codec entry drops
marshalling and protobuf. What remains is the split of the old
netty-codec into codec-base and codec-compression.
hyracks-http now declares netty-codec-base, where the classes it uses
live, instead of the netty-codec aggregator, which dependency:analyze
reports as used-undeclared and unused-declared respectively.
