It could be possible to construct the local resource for the system bundle such that it has an alias for its symbolic name (i.e., both the actual impl name and the generic system.bundle name). However, I wonder how much value there is to this. This is pretty bad practice and we have no way of knowing if such bundles will even work with the local system bundle if it is not Equinox. Still, I think it could be done.
