required change, or just because you can? If it's the former,
remember it imposes a Maven pre-requisite of 2.0.6.

No.
For the most part the classes have not been changed. The acid test is
running CLIRR against 1.1 and 1.4.1 and if you're using any classes
that are not compatible then you'll have a problem. For the most part
the utilities are fine. The CLI classes are a mess, and there's
nothing I can do yet about the Xpp3DOM problem until the p-u classes
are separated.

Yep, that was my point (though much more specific). If 1.4.1 is
required by the plugin now, so is 2.0.6, right? If it just requires
1.1+, then anything is fine.

This doesn't mean a prerequisite on 2.0.6.
This being listed in the plugin will mean that prior to 2.0.6 the
version of p-u will be downgraded to 1.1 as that's what's shipped
with Maven. Provided the classes are compatible between 1.1 and 1.4.1
then you're fine.
The problems are the CLI classes which are not compatible, and the
Xpp3DOM which must load from the parent classloader and cannot be
hidden because it's used in plugins.
