There have been massive changes in the <zip> task between 1.5.1 and 1.5.3.
With Ant 1.5.4 I get

BUILD FAILED
file:/tmp/foo.xml:4: Cannot create zip archive /tmp/foo.zip: no files were included.

Could you please try Ant 1.5.4 and see whether the bug still exists for you?
It works for me.
