Phoenix 4.0beta

Well Folks it is released :

   http://jakarta.apache.org/builds/jakarta-avalon-phoenix/release/v4.0beta/

It has JMX via MX4J enabled as default (be warned).

I or we will roll through various release notifications today/tomorrow.
