   ## What is the purpose of the change
   
   This pull request supports (streaming, nonwindow)flatAggregate on Table API.
   
   ## Brief change log
   
   - Add user defined table agg function interface
   - Add flatAggregate api on table
   - Resolve expression and build LogicalTableAggregate
   - Add Plan support for table aggregate
   - Add code gen support for table aggregate
   - Add runtime support for table aggregate
   - Add registration for table aggregate
   
   
   ## Verifying this change
   
   
   This change added tests and can be verified as follows:
   
    - Added plan test(TableAggregateTest) to verify plan
    - Add IT case(TableAggregateITCase) to verify code gen and runtime logic
    - Add Harness test(TableAggregateHarnessTest) to test runtime logic
    - Add TableAggregateStringExpressionTest to test java.
   
   ## Does this pull request potentially affect one of the following parts:
