SocketServer and Filters?

 From what I read it appears that a SocketServer can not user Filters 
because the SocketServer uses the PropertyConfigurator anf Filters can 
only be loaded from the DOMConfigurator.  Am I correct?  Is there a way 
to get the SocketServer to use the DOMConfigurator?
