As of Archiva version 2.2.8, locking and unlocking users using the "User Administrator" role no longer works. The whole thing seems to be independent of the type of deployment and the database used. Accounts can only be locked and unlocked using the predefined admin user.
The behavior can be reproduced as follows.
1. Create a new user "Testuser"
2. Create a new user "Testuser2"
3. Assign the following roles to "Testuser2":
- system admin
- User Administrator
4. Log in as "Testuser2"
5. Lock the user "Testuser". This doesn't work.
