Currently it seems like cloud controller is terminating instances that do not start or initialize properly. This is not correct, when Autoscaler make a service call to start an instance, cloud controller creates a member context and return the call back to the Autoscaler. Then Autoscaler adds the member to the pending member list and verifies whether member gets started. If not it will make another request to terminate that member.
