[INFO] Arrow 16.1.0 - MINOR release feature freeze 25th of April

Hi,

As discussed on the mailing list [1] I plan to generate a new MINOR
release 16.1.0 to accommodate some features that missed the deadline
for 16.0.0.

As this is a MINOR release if there are any features that you want to
include that are non-breaking changes please add them to the 16.1.0
milestone on GitHub [2].

I plan to do the feature freeze, cherry-pick the issues to the 16.1.0
maintenance branch, in a week, Thursday 25th of April to allow some
time for everyone to add their bug fixes / features.

Please, if there is any concern about the new release or the plan, let
me know on this mailing thread.
