PATCH: ASF site link policy
Add required ASF policy links to footer
The Empire-DB website is failing 6 of 9 ASF website policy checks
(https://whimsy.apache.org/site/):
- Events (missing)
- License (missing)
- Thanks (missing)
- Security (missing)
- Sponsorship (missing)
- Privacy (missing)
Adds the standard ASF policy links to the footer on the home page.
