Drill 1.20.1 released

Dear Drill community

I'm pleased to announce the arrival of our first bugfix release. If 
you're after the Hadoop 2 build please be patient for a few more hours 
-- releasing Drill over a 2 Mbit/s uplink is not a fast process. I'll be 
back on fast link later in the day, however. A copy of the release notes 
follows.

I'd like to suggest that we carry on doing bug fix releases every 6 to 8 
weeks, making 1.20.2 nearly due...

No complaints :).  Please be advised that since my initial upload did
not include signatures and checksums I'm in the process of adding those.
I'd like to propose that we do 1.20.2 ~6 weeks after 1.20.1, that being
near the end of this month.

Hi all

After conferring with some other PMC members, it turns out my assumption 
that the RC ceremony was not needed for a bugfix release was wrong. 
Sorry about that. Please may you join me in testing the 1.20.1 that I 
released like it is an RC? If we find a blocker I'll yank it and we can 
enter the usual RC process.

Some extra notes for developers.

1. When you create a Jira for a bug affecting the current stable release 
of Drill, please set the "Fix version" in Jira to the next bugfix 
release which (currently 1.20.2).
2. Please also apply the backport-to-stable label to the PR in GitHub.
3. I'll update our release instructions to include bugfix releases once 
the dust from the current experiment settles.
