1) Create any file with a verticalPanel with a bunch of buttons
2) Throw an xinclude in to include another button near the top of the verticalPanel
When you run it, notice that the button appears at the end of the list.

A simple workaround it to put the xinclude inside a container, so that it has no siblings.
