[PR] Regenerate provider requirement tables in breeze ci upgrade [airflow]

potiuk opened a new pull request, #73802:
URL: https://github.com/apache/airflow/pull/73802

Raising dependency floors in `breeze ci upgrade` changes provider `pyproject.toml` files. The requirement tables rendered from them into provider `README.rst` and `docs/index.rst` are only refreshed by the `update-providers-build-files` and `sync-provider-readme` prek hooks. The upgrade job builds hook environments (`prek install-hooks`) but does not install the git hook, so the upgrade commit is made without them. Every upgrade PR that raised a provider floor therefore failed static checks until the tables were regenerated by hand, as on #73629.

The upgrade now runs both hooks right after the floor step, and `--no-upgrade-dependency-floors` skips them along with it, following the existing datamodel-regeneration step.
