With the external login module and sync handler, we also need tools to manage those users:

* syncAllUsers - Updates all local user informations based on the external ids
* syncUser - Updates 1 specific local user information
* syncUserList - Updates the local user information for a list of external IDs
* purgeUsers - Removes the local user information for all users no longer present on the IDP
