I don't know why it would install part way (at least spamd but not
the rc script), then try to start the new spamd with the old rc script
without fully installing the package first.  If that is the case, it's
a fedora/rpm issue.

The more likely issue is: There is no guarantee that upgrading from a 2.x
to a 3.x RPM will work without modifying config files.  For instance,
if /etc/sysconfig/spamassassin has a "-a", starting 3.0 won't work until
you remove it.
