Resolution: Cannot Reproduce
I can't reproduce on the Nexus S or the Galaxy Nexus. Combined with Simon's check and Libby's check, I'm thinking that this may be an issue with the manufacturer, not a general Android issue. Closing for now as Can Not Reproduce, since we can get this for free.
